This platform is built on a simple belief: a city guided by empathy creates better outcomes for everyone. By prioritizing trust, accountability, inclusion, and collaboration, we can ensure that every resident and business has a voice in shaping the city they call home.

A Pledge to Reinvest in Community Services

The Public Reinvestment Guarantee is a governing principle: public resources should be deliberately reinvested where they can create lasting public value for Winnipeg’s communities.

The goal is simple: strengthen the City’s community-facing capacity so residents can receive the right support, from the right people, at the right time.

This means protecting and strengthening the City’s ability to provide services such as neighbourhood support, community development, youth programs, recreation, prevention, and other frontline services that connect City Hall directly with residents.

The Guarantee also means looking at how public resources are currently allocated and asking a straightforward question:

Are we investing enough in the services that prevent problems, strengthen communities, and improve people’s everyday lives?

The Public Reinvestment Guarantee directs public reinvestment toward community services, prevention, frontline capacity, and neighbourhoods—strengthening the people and services that can prevent problems, improve outcomes, and support residents before they reach a crisis point.

Where resources can be better aligned, those resources should be reinvested into the community services residents rely on rather than simply allowing savings to disappear elsewhere in the budget.

The Vow

As Mayor, I will uphold the Public Reinvestment Guarantee: when we find ways to save, improve, or redirect public resources, we will look first to how those resources can strengthen the community services that residents rely on.

Public money should create public value—and Winnipeg’s communities should see that value.

Campaign Priorities

“Winning Together” – A reminder that the city’s strength comes from the connections we build, the people we include, and the collective effort we put into shaping our shared future.

Five priorities, rooted in where we’ve come from and focused on what comes next:

  1. Equitable Leadership – Make opportunity, participation, and public investment more accessible and fair.
  2. Sustainable Future – Build a city that can last for generations.
  3. Youth Employment – Give the next generation a stake in building Winnipeg.
  4. Senior Engagement – Keep experience, knowledge, and participation connected to civic life.
  5. Public Safety – Build a city that can prevent, respond to, and recover from emergencies.

Together, these five priorities define where Winnipeg is going, and the Public Reinvestment Guarantee sets out how we will get there.
