The Public Reinvestment Guarantee

This platform is built on a simple belief: leading with empathy creates better outcomes for everyone. By prioritizing trust, accountability, inclusion, and collaboration, we can ensure that every resident and business has a voice in shaping the city they call home.

A Governing Vow to Reinvest in Community Services

The Public Reinvestment Guarantee is a governing principle: public resources should be deliberately reinvested where they can create lasting public value for Winnipeg’s communities.

Good government is about more than balancing a budget. It means using public resources responsibly, delivering services effectively, preventing problems where possible, responding appropriately when they occur, and remaining accountable to the people we serve.

The goal is simple: strengthen the City’s community-facing capacity so residents can receive the right support, from the right people, at the right time.

This means protecting and strengthening the City’s ability to provide services such as neighbourhood support, community development, youth programs, recreation, prevention, and other frontline services that connect City Hall directly with residents.

It also means recognizing that public safety begins before a crisis occurs. Stronger prevention, early intervention, community support, and effective frontline services can help build safer, healthier, and more resilient neighbourhoods while ensuring that emergency services remain available when they are needed.

The Guarantee also means looking at how public resources are currently allocated and asking a straightforward question:

Are we investing enough in the services that prevent problems, strengthen communities, and improve people’s everyday lives?

When we find ways to save, improve, or redirect public resources, the value created should remain a public benefit. Those resources should be deliberately reinvested in community services, prevention, frontline capacity, and neighbourhoods where they can reduce future pressures and strengthen the City’s ability to serve residents.

Where resources can be better aligned, those resources should be reinvested into the community services residents rely on rather than simply allowing savings to disappear elsewhere in the budget.

This does not mean reducing essential emergency services simply to shift money from one service to another. It means continually asking whether Winnipeg is using the right resources, for the right purpose, delivered by the right people, at the right time.

Save → Improve → Redirect → Reinvest

The Vow

As Mayor, I will uphold the Public Reinvestment Guarantee: when we find ways to save, improve, or redirect public resources, we will look first to how those resources can strengthen the community services that residents rely on.

Public money should create public value—and Winnipeg’s communities should see that value.

What Matters to Winnipeg

“Winnipeg Together” —  A reminder that our city’s strength comes from the connections between people, neighbourhoods, and services. Our challenges are connected, and so are the solutions.

Four major areas reflect the everyday questions we ask about the city we call home:

  1. Affordability —  Housing, Opportunity, Cost of Living, and Sustainability.
  2. Safety —  Health, Belonging, Prevention, and Culture.
  3. Mobility —  Transit, Infrastructure, Accessibility, and Connectivity.
  4. Trust —  Services, Finances, Accountability, and Transparency.

These four areas are connected. Decisions about housing and affordability affect opportunity. Decisions about safety affect health and belonging. Investments in mobility affect access to jobs, services, and neighbourhoods. And how we manage public resources affects the trust people place in City Hall.

Campaign Priorities

“Winning Together” —  A reminder that the city’s strength comes from the connections we build, the people we include, and the collective effort we put into shaping our shared future.

Five priorities, rooted in where we’ve come from and focused on what comes next:

  1. Equitable Leadership —  Make opportunity, participation, and public investment more accessible and fair.
  2. Sustainable Future —  Build a city that can last for generations.
  3. Youth Employment —  Give the next generation a stake in building Winnipeg.
  4. Senior Engagement —  Keep experience, knowledge, and participation connected to civic life.
  5. Public Safety —  Build a city that can prevent, respond to, and recover from emergencies.

Together, these priorities provide a framework for turning the issues residents experience into focused areas of work. The Public Reinvestment Guarantee provides the governing principle for that work: when we save, improve, or redirect public resources, we should look first to how that value can strengthen the services, prevention, frontline capacity, and neighbourhoods residents rely on.
